Ministry of EducationThe government has asked all the non-government educational institutions not to raise the monthly payment and tuition fees of students without the education ministry’s approval.

Besides, the educational institutions must not realise any extra amount as session charge and development fee other than what is mentioned in their admission policy.

“The hike should not be more that 30 percent at any cost, and for the implementation of the hike, approvals should be taken from the administrative officials concerned,” said a circular issued by the education ministry on Tuesday.

It further said it has been observed that non-government (Monthly Payment Order) MPO-enlisted, non-MPO and semi-MPO educational institutions are increasing the monthly payment and tuition fees of students inexplicably.

It noted that the educational institutions can’t increase the payment and tuition fees by showing excuses of fresh appointment of teachers and employees.

“No class section can be expanded without the approval of the education ministry. If the class section is not approved, the appointment of teachers-employees won’t be legal. No payment or fee can be collected from students for the salary and allowances of teachers-employees appointed without approval,” the circular said.

The ministry also instructed that the salary of non-MPO teachers must not exceed that of MPO-enlisted teachers while the salary of a teacher must not exceed the total salary of a government teacher enjoying the pay-scale.

If there is shortage or excess of fund after fulfilling the conditions mentioned above, it should be calculated and announced, and the payment and tuition fees of students can only be re-fixed in consultation with the guardians, the circular added.
