e-Primary School System inaugurated

The e-Primary School System has been inaugurated on Thursday to improve the existing school inspection system in all government primary schools as well as the quality of education. 

By putting the system in place, which was developed by Save the Children based on the government school inspection tools, the field-level education officers will be able to collect real time school monitoring data by installing an android application on smart phones or tablets.

After uploading with internet connection, these data will be automatically transferred to the central server of Directorate of Primary Education, or DPE. 

DPE in collaboration with Save the Children has introduced the system in a ceremony jointly organised by both organisations at a hotel in the capital.

Currently the system is being enforced at 80 upazilas including 12 thana under Dhaka Metropolitan City. In 2015 the system was launched in five upazilas under a pilot project. 

The system will be extended and made mandatory in more than 70,000 primary schools in 64 districts from January 2019, said officials. 

While sharing their experiences, some field level officers said that data entry work during school monitoring had become easier and transparent due to absence of paperwork and no necessity for preserving documents while data analysis work had also been made easier and instant. 

According to Save the Children, the summary and analytical analysis of the school monitoring findings, both quantitative and qualitative, will be available instantly on the web-based dashboard www.dpe.gov.bd for the head teachers and different administrative level officers. 

The various stakeholders of the government primary system will get immediate access to monitoring information once data is uploaded in the server. The programme chief guest, primary and mass education ministry secretary Md Akram-Al-Hossain, said that introduction of the system would ensure accountability of the field level education officers and improve the quality of education. 

‘We were not able to ensure quality primary education so far,’ he added. A common allegation against these officers was that they did not visit the schools and filed monitoring report based on assumption. 

The ceremony was attended, among others, by programme chairperson DPE director general Md Abu Hena Mostafa Kamal and special guest Save the Children sector director (education) Bushra Zulfiqar, Directorate of Primary Education additional director general Sohel Ahmed and Md Abdul Mannan and Save the Children senior manager (ICT) in education Ruxana Parvin Hossain.
